His body is dark; tanned skin, short neat black hair, and grey eyes that betray no window to his soul.
Costume: Wrath's costume is simple and efficient, just like himself. He wears black combat boots and a pair of study black military pants. Generally he also wears a high-collared long-sleeved black shirt. On the right arm, a very very dark red embroidery of a dragon crawls down his arm; hard to see when the light doesn’t hit it just right. On hotter days he has a black tank top with the dragon over his heart. He is allowed to put his badge in his pocket, but normally wears it clipped on his belt, left of the buckle.
Personality: Rafael is a good man with a dark heart. He knows right from wrong and he seeks to do good with his life, but that is not the kind of person he was made to be. He is a conflicted individual, always having multiple reasons to do the things he does, never sure what motives he is actually following; if the Seven assign him to kill a bad man, he does not know if he does so to make the world a better place, or if he just relishes the excuse to kill another man.
He wants to kill people, especially people who trouble him. However, he does not kill people unless he is given permission. As a happy medium, Rafael does not back down from trouble. Anyone who seeks to trouble him, he will give a warning look, or a chance to walk away, but if they want a fight, they'll get it. And they will lose. He will not kill them, but 'still alive' is a rather nondescript limitation...
Background: Albert Ink always seemed like a good man. He was healthy, attractive, alright at his job, and sweet to his wife. As new lands were settled, they were the men who could provide for and defend a family in a land surrounded by wolves and savages. Soon they became soldiers, the kind who could single-handedly wade through the platoon of men they'd just turned into corpses to go and make more corpses until the enemy submitted.
Albert was born into a world with no mammoths, no royalty, no savages, no wars to be fought. This killer's blood roared through his veins as he was a good boy in school and a pleasant young man in college and a hard honest worker in his cubicle. These were all well and good for the modern man, but he was not a modern man. His genetics were that of the man who'd fight and kill a tiger with his bare hands and do the same to any other obstacle that got in his way.
No one knows when it started, but at some point in his life, the good boy and the pleasant young man and the honest worker would go to bed at night and the killer would come out. Perhaps it was animals at first, but soon it was people. He'd appear in the homes of Shady Meadow like a ghost, and run his hook-bladed knife through the flesh of his neighbors, and vanish with no trace of his identity. Even worse, it's very hard to catch a killer who has no motive beyond a love of the deed.
No one really remembers how his darker side came to light. It's not important, suffice to say that one day the honest worker was irreversibly swapped with the killer. The Shady Meadow police came for him. He killed them. After he slew the officers that came to hunt for him, he appeared in the barracks and took his hooked knife to the entire police force. The highway patrol and the state police came in, and they fell to his blade. The amount of bodies it took to convince the powers that be that this one man was no mere slasher was reached, and the national guard was scrambled and sent in. Machine guns, body armor, armored vehicles, state of the art technology and the best training the United States Military could offer added up to... an inconvenience to Ink, but their flesh cut the same.
For this one man, the military agreed to evacuate and simply drop a bomb on this town. The bomb was loaded onto a plane at the nearest base and the order was set to be given; but in a stroke of luck - perhaps a twist of fate - the guardsmen stumbled across Ink with his back turned. They filled it full of machine gun spray, and were almost surprised to see his blood come out red. Could he really have been a human?

She named him Rafael, which means 'God Has Healed'. He looked just like his father, but so pure and innocent. At a young age, he was trusted with the truth of his father. This truth filled him with anger, and that anger activated the genetics he'd inherited from his father. He looked like his father, moved like his father; he was indomitable like his father in everything he did, and as he became a man his anger reached out to anything that troubled him. But, he also had his mother's good heart, and prevented himself from acting on these feelings in any lasting way. The fear, though, kept him from having good friends, from finding love, from living as a modern man - because he knew someday these things would hurt him, and he knew he would hurt them back.

The Madder Man- When Rafael is dropped to 0 HP, his body may be taken over by The Madder Man. This is, actually, a condensed program of instincts and hardwired skills that make for the perfect killing machine. The Madder Man has 40 HP and Good(10) 'Sturdy' natural armor. His attacks deal double damage. He is immune to psychological effects, and once he is there he does not stop stabbing until he is subdued or there is nothing to stab. The Madder Man does not talk. Some times he is murderously happy, other times deadly serious.
Talents:
Killer Instinct- Wrath can make a Called Shot at -1 instead of the regular -2.
*Gouge- If a target has Armor or True Invulnerability that Wrath has already bypassed with an adamantium blade, he can roll a -2 called shot to hit that same spot and ignore the ability. This does not work on foes whose defensive ability is natural and paired with Regeneration or Fast Healing.
*Sick Surgeon- Wrath can use a -1 Called Shot to make an attack against a victim's FASE stats directly. He can nip tendons in the arms to decrease Fighting, gouge the legs for Agility, stab the back for Strength, or carve into lungs and veins for Endurance. He may target one Attribute by calling it and rolling the -1 called shot. On a success, he deals his normal (non called-shot) damage but the victim also loses that many points of the given attribute. If the attribute drops a rank, they lose hit points based on that. Hit Points must be at max before attribute damage can be healed, however; foes with Excellent(14) or better Regeneration heal all Attribute damage cause by this at the beginning of their next turn. Nonliving foes or strange anatomies my not be subject to this at all. Please note: Raf can never 'pull' these attacks. They always do whatever damage he rolls, and if that means he's taken off someone's head before he could ask it a question, so be it.
Sturdy- Rafael has Poor(6) armor vs all damage due to a naturally tough physique.
Hard Martial Arts- Raf's strength is +1CS for the purpose of called shots to damage a bone with an unarmed strike.
Note: Bone injuries deal no damage to the victim's base HP unless they break the bone. Half the damage dealt from an attack that breaks a bone is subtracted from the target's HP.

Knives- Raf has an array of knives; folding knives with cruel serrated hawkbill blades curved to bite into the flesh of an opponent. They do +8 edged damage with Poor(6) Armor Piercing.
Wrath's Claws- Wrath also has a number of slightly larger hawkbill knives. These are made primarily of pure adamantium. The infinite edge on the blade grants 100% Armor Piercing and Remarkable(20) piercing on True Invulnerability. They do +16 damage. He usually carries four of these on his person.
Note: These are very expensive and not to be thrown about or given away.
Wrath's Stings- Small throwing knives made of titanium foil with a vibranium core. These do +4 Damage with Remarkable(20) armor Piercing when thrown. He may use these for his various called shot tricks at range. However, these blades are not suited for melee use are get -2CS if tried to be used in the hand. The vibranium core absorbs the sound of the throw, making the Stings completely silent. They also are invisible to sonar and other sound-only based perceptions. A Sting is flat enough to hide inside a large book.
Knife Permit- Rafael Ink has a permit issued by the United Nations that allows him to possess and conceal any bladed weapon of ten inches or less essentially anywhere in the world.
Placater- Worn under Raf's clothes, this device is three powerful one-shot tasers. Exactly how they are set off is unknown; they have no buttons and do not respond to wireless signals. When a taser is set off, Raf takes 10 damage that ignores his Armor and he must roll Endurance. Anything less than a Red drops him unconcious. The Placater may be activated by Quinn, the Seven, or remotely by VHQ.
Vindicator Badge- The badge acts as a communicator, able to contact the Vindicator base or any member, anywhere on the planet. If taken off, it is a cellular phone and a digital camera. Each badge contains a homing beacon. Raf can turn off his badge's homing beacon, as sometimes people do not want to know where he is.
