He has quite short, blonde hair that looks a little tousled and messy. It probably takes a lot of effort to look that dishevelled. Complimenting his blonde hair is a pair of the clearest crystal blue eyes.
Chester is a very sharp dresser. Typically he can be seen wearing pressed trousers, shirts and a silk waistcoat. He promotes a dress code known as the six S's; Short hair, Sharp suits, Shiny shoes, Shades. But hey, he has the looks and personality to pull it off successfully.
Notably, he is never seen without the alien lifeform that acts as his scarf. The precise dimensions of the scarf vary depending on its mood that day, but its design is always the same; black and white horizontal stripes along the entire length of the scarf, with a large motif at one end that looks like a bright yellow eye.
Costume:
Given the meagre amount of possessions he brought to America, Chester's costume has been entirely improvised from the clothing stores found in the city.
Primarily, his costume is a long, deep red duster coat. It is quite tattered and well worn, giving the impression that Hitbox has been doing this job for longer than he actually has. Chester has the scarf serve as a mask, covering the lower half of his face and obscuring his voice somewhat.

Personality:
Given his upbringing, Chester is definitely cut from the upper crust of society. He is exceptionally polite to those around him, and very well spoken; often using more words than is strictly necessary.
Chester is very proud of his nationality, and will often talk about it without any real provocation. He will also vehemently defend his countrymen if required.
In battle, Hitbox is exceptionally brave, very often toeing the line between brave and stupid. Rather than being outright stupid, however, he is simply acting in the way he feels he should; he has been granted an amazing gift, it would be wrong not to use it to help others. He throws himself into battle, because that's what heroes do.
Background:
George and Marjory Dawes are English politicians whose campaign boasts they are normal, ordinary people. They live in an ordinary house, drive ordinary cars and send their ordinary children to ordinary schools. But fate has a funny sense of humour and it is probably due to the Dawes' "Ordinary" campaign that their eldest child was born with the x-gene, giving him extraordinary mutant abilities.
Chester, named after the city his parents represent, only learned he was destined for greatness shortly after his grandfather died. The boy received his grandfather's favourite scarf at the will reading along with the comforting note, "It kept me save during my journeys, may it keep you safe during yours." The meaning of the note became clear some days later when an errant football was sent flying towards our young hero.
There was no brutal impact, no sickening crunch, nor was there much of anything in particular. As Chester flinched, his scarf had formed a hand and brought itself up to catch the ball, stopping it dead.
Initially, Chester thought it was a trick of the mind; he had caught the ball himself, or it had missed him, or he had imagined the whole thing. Personal experimentation proved him wrong; with a little thought, and a lot of will power, Chester was able to make the scarf move by itself, as well as changing its size and shape.
Once he had worked out some basic skills and attacks, he decided to turn to costumed vigilantism. Surprisingly, his parents agreed, though they felt it would be best, both for their child and their careers, if he did so a foreign locale. Thus was Chester sent to America with the instructions that he find, and work alongside, the mutants whose names and faces were plastered all over the news. Sending the politicians son to work with wanted, dangerous criminals can only end well, right?

Chester has the power of tactile matter and energy manipulation. He doesn't have a great deal of control over his skills at present, so he can pretty much only work with his scarf.
Part of the confusion is that Chester is unsure as to the precise nature of his powers. As far as he is concerned, the catalyst is the scarf: it must be haunted, or magical, or an alien in disguise or something. The mistake regarding the nature of his scarf is also the reason he is so attuned to it; he has fixated on perfecting this skillset over any other.

His scarf can, and often will, function as a second set of arms.
A punch with massive strength behind it, wherein the scarf would connect, rather than his own fist. I imagine this would come in two variants; a giant fist (battletoads style) or a large clawed hand coming from below, which would have launching properties.
The scarf can be used to amplify Chester's own strength (with regards to lifting and carrying)
The scarf's eye can launch bolts of energy
Possibly some kind of shield?
Possibly some kind of climbing ability; either with four arms or two augmented ones
Skills-
A lot of Chester's skills are practical; he can think into the very long term and analyse a situation from many angles, rather than making a head on attack.
He can also play the piano, and the guitar. Not at once. Yet.
